Hong Kong’s “one country, two systems” governing principle will not be altered and will not change after 2047 with its “vitality and superiority” maintained if it is properly upheld, a top Beijing legal official has said, marking the latest and strongest assurance from the nation’s top legislative body. Shen Chunyao, chairman of both the Basic Law Committee and Legislative Affairs Commission of China’s top legislative body, the National People’s Congress Standing Committee, was renewing Beijing’s pledge on Hong Kong a month ahead of the 25th anniversary of the city’s return from British to Chinese rule on July 1. In a keynote speech on Friday, Shen told a forum on the Basic Law, Hong Kong’s mini-constitution, that the one country, two systems policy was a well-considered, long-term “best solution” that had proven successful in maintaining the city’s stability and prosperity. He said it had also resolved historical issues involving Hong Kong, which returned from British to Chinese rule in 1997 with a guarantee that the city’s way of life would be maintained for 50 years. “As Hong Kong steps into the 25th anniversary of its reunification with the mainland, people naturally ask what will happen after 25 years … [Paramount leader] Deng Xiaoping had said repeatedly we needed to be more open in order to achieve our development goals,” he said. “Fifty years is only a visionary description. There will not be changes after 50 years. The first 50 years must not change, there is no need to change after 50 years. Its vitality and superiority will be thoroughly demonstrated, as long as we uphold the ‘one country, two systems’.”
