A lot of tips go unreported obviously, but the paperwork and accounting is work for the companies. Employees at fast food restaurants, often working for lower wages hardly ever get tips but if they had a handcash wallet it would be easy people could tip, and the taxes could go directly to Govt sidestepping all the paperwork and giving the employee their money directly. With all the streamlining in taxation it would make sense to do this and lower tax rates across the board as more taxes are collected with less time and worry over reporting. I get the criticism above in making Govt more accountable first but these are taxes we are paying anyway. In my opinion it will be a long time until Govt is accountable in any fashion through a blockchain, though people have talked about transparency for years...
