Its not economic either for enough hash power to be sitting in reserve and even if it was it doesn't need all user running nodes to deploy that hash power. You'd need a few new pools at best.
Spv clients which will be by far the majority, will simply follow the longest chain. This is what Luke is afraid of. This what user power really means, it acts to reinforce the longest chain because that's what wallets default to.
