No. Culture is just a word for collective social behaviors, and if we could not make judgement on what is good and bad behaviors then why even have a legal system? Why have a moral code? What does it even mean to strive, progress and achieve if we are not allowed to make value judgment on behaviors - both for the individual and collective?
This idea that all cultures are equal or equally good is cultural/moral relativism and it is ideological cancer. If everything is good, then nothing is good. It eliminates the possibility for anything to be good in the first place. While it might be politically incorrect to say in certain circles, Some cultures ARE better than others, and it is the reason why most people would rather live in South Korea than in North Korea, despite being the same peoples.
