Addendum Agreement: Authorization of Demarcating the Median Line of the Saudi-Kuwaiti Neutral Zone

In the Name of God the Merciful the Compassionate

The Addendum Agreement has been concluded in Kuwait City on Shawwal 9, 1389AH, corresponding to December 1, 1969AD between
The Kingdom of Saudi Arabia, represented by His Excellency Shaikh Ahmad Zaki Yamani, Minister of Petroleum and Mineral Resources as a first party,
And
The State of Kuwait, represented by His Excellency 'Abd al-Rahman Salim al-'Atiqi as a second party.
Whereas the two States have entered into an agreement to divide the Kuwaiti-Saudi Neutral Zone, which was the Agreement signed on Rabi' Awwal 9, 1385, corresponding to July 7, 1965, known as "the Agreement between the State of Kuwait and the Kingdom of Saudi Arabia relating to the Partition of the Neutral Zone" and called hereinafter "the Partition Agreement" ,
And whereas Article 1 of the Partition Agreement stipulates that the physical demarcation of the median line of the Neutral Zone be effected by the Neutral Zone Survey and Delimitation Committee, the formation of which has been agreed upon,
And whereas the abovementioned Survey and Delimitation Committee, designated as "the Joint Technical Committee", has supervised the physical demarcation of the median line by "Pacific Aero Survey Company", which carried out the demarcation pursuant to the agreements which it concluded with the Governments of the Kingdom of Saudi Arabia and the State of Kuwait. The Committee reported that Pacific Aero Survey Company perfomed its obligations under the abovementioned agreements which are themselves based on the provisions of the Partition Agreement. On this basis, the Joint Technical Committee approved the final report and final map prepared by the said Company in this respect. The Saudi and Kuwaiti sides signed each these as a mark of their approval and recorded the same in the minutes of the fourth meeting held by the Joint Technical Committee during the period Dhu al-Qa'da 10-12, 1358, corresponding to January 28-30, 1969.
And whereas the competent authorities of the two Governments of both Parties to the Partition Agreement sanctioned the decision of the Joint Technical Committee to approve the proposed demarcation, recorded it in the minutes of its fourth meeting mentioned above, and each of the Contracting Parties informed the other of its approval,
And whereas Article 1 of the Partition Agreement stipulates authorization of the demarcation of the median line of the Neutral Zone by a subsequent agreement,
Pursuant to Article 2 of the Partition Agreement, the two Contracting Parties, authorizing the demarcation of the median line of the Neutral Zone, have agreed as follows:

Article 1
The median line of the divided area, which forms the final demarcation line between the two Contracting Parties, is equivalent to straight lines running between points, the coordinates of which will be shown hereunder; and it is the boundary which Pacific Aero Survey Company has designated, recognized and demarcated in the final report and final map, which it has submitted to the Joint Technical Committee. Each of the two Contracting Parties has signed a copy of the final map enclosed to this Agreement. This final map, the said final report, the minutes of the fourth meeting of the Joint Technical Committee referred to above, the map and report having been signed by the representatives of the two Contracting Parties, and further signed copies of each of these which the Contracting Parties have retained, shall collectively form the reference for announcement, statement and determination of the said median line:-

Article 2
This Agreement and the documents referred to in Article 1 shall be considered as a supplement and integral part of the Partition Agreement.

Article 3
This Agreement has been written in the Arabic Language in two original copies, each one of which each of the two Contracting Parties has retained, and both copies have full authority. The Agreement shall enter into effect from the date of signature thereon.
Confirming what is mentioned, the aforesaid representatives each authorized by his Government have signed this Appendant Agreement.
