That's for developers rather than for regular users. The closest to this seems to be https://meta.wikimedia.org/wiki/Help:Special_page#Logs.

I'm really surprised to see that there is currently no specific page about logs on MediaWiki.org. I will write this page on MediaWiki.org soon, based on https://en.wikipedia.org/wiki/Help:Log. I will update here when it's done.

Now it's possible to create a help link from the top-right corner of [[Special:Log]], pointing to this page on MediaWiki.org. Similarly to all help pages, wikis should be able to modify this target using [[MediaWiki:Log-helppage]].
