[EPIC] Add feature to create a QR code for and on a Wikimedia page

Imported from the 2023 Community Wishlist Survey proposal by @Bennylin

Feature summary (what you would like to be able to do and where):

Add a button or link on Wikimedia pages to generate a QR code for that page that you can share.

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):

More accessible way to generate and QR codes than QRPedia.

Benefits (why should this be implemented?):

More distribution methods of Wikimedia content

Other alternatives:

  • QRPedia - only works on *.wikipedia.org domains
  • https://qrcode-generator.toolforge.org/ - this partially solves what the original wish was. Based on further reading on the comments, I think some wanted this tool to be more integrated to the Wikimedia projects, either as a button, as a link, or something else
  • bit.ly's QR code - an example of 3rd party QR, but we don't want the QR to go to 3rd party links first, because we don't know how long it would stay up and/or if it will be injected by spam/ads. (this example is not the one I mentioned on the original wish)
  • Microsoft Edge's built in QR generator. It's available on the browser itself (to the right of the address bar), and it's quite nice feature, I should say. But, the limitation being it's browser exclusive perk.

Technical consideration, provide some settings to users, such as:

  • Option for Permalink vs Nice url (the regular link), including section marker ([[Link#Section])
  • Able to turn into QR any wikiprojects link, including in various namespace, special pages, w.wiki links., and links with a lot of parameters
  • (optional) Project logo in the center of the QR code, doesn't need to be the localized logo, a generic one would be fine

There's also the QRLite extension which can be used to embed QR codes in wiki pages.

I guess this task can serve as the epic. I'll add the others as subtasks.

We are aiming to deploy this to all wikis on February 1, 2024. It adds a link to download a QR code for the current page in the "Tools" menu, and adds a new Special:QrCode page.
