This bill amends the public safety section of the 2022 Minnesota Statutes. It redefines "adult entertainment establishment" to include venues that host drag performances - where performers embody a gender identity different from their birth-assigned gender through clothing, makeup, or accessories. These performances may involve singing, lip-syncing, dancing, or other forms of entertainment meant to elicit and exaggerate a gender's traits appealing to 'prurient' or sexual interest. Moreover, it expands location restrictions for adult entertainment establishments, barring them from operating on public property or anywhere a minor could view its offerings. It additionally can't operate in the same building or within certain distances (1,500 feet from another adult entertainment establishment, 500 feet from any residential property, or 2,800 feet from educational institutions or places of worship) to mitigate potential negative impacts on local communities.
