Summary

Child sexual abuse (CSA) — arguably the ultimate form of an improper relationship — is central to the theme of this chapter. The three “characters” of this chapter are the people who are engaged in committing, reporting, and controlling pedophilic activity. One recent suggestion that has been made is that Electronic Monitoring Global Positioning System (EMGPS) may be a suitable method of supervising those found guilty of CSA upon release from prison. With a view to addressing this suggestion, the chapter reviews offender demographics and the evaluation of the reliability and effectiveness of electronic tags currently in use. The problems associated with monitoring those found guilty of CSA are also highlighted, as are the transnational nature of the crimes.
