Ibn Khaldun, who is known as one of the 14th century leading theorists in Islamic political thought, has highly influenced the scholars with his thoughts on economics, history, sociology and philosophy. Due to his opinions and findings, Stowasser regarded him as a father of social sciences. One of his most impressive ideas is the cyclical theory which defines the rise and fall of sovereign powers (dynasties, empires, civilizations, states). The cyclical theory assumes that sovereign powers are like living organisms, they are born, grow up, mature, and die. To explain this pattern, Ibn Khaldun uses his umran and asabiyya concepts. Umran and asabiyya are the glue of the cyclical theory which explains the birth and death of sovereign powers. There are other cyclical theories focused on the rise and fall of sovereign power used by Arnold Toynbee, Oswald Spengler, Giambattista Vico and Sima Qian. These four theories will be compared to Ibn Khaldun's cyclical theory with similarities and differences. Also, in the light of Ibn Khaldun's cyclical theory, the reasons why and how Ottomans could survive, unlike a lot of strong dynasties in Anatolia, conquered and replaced states and empires as a simple beylik (principality), rose as an empire and later collapsed have been analyzed.

ÖZET
Birçok bilim adamı ve politikacı tarafından 21. yüzyılın en önemli teknolojik gelişmeler bütünü olarak ifade edilen
yapay zekâ; toplumu, ekonomiyi ve devletleri birçok yönden etkilemektedir. Yapay zekâ teknolojilerinin 2030 yılında 15
trilyon dolarlık bir ekosistem oluşturması beklenmektedir. Yapay zekâ teknolojisinin sağlayacağı teknolojik altyapı ve
veri madenciliği çok yüksek seviyededir. Bu bağlamda yapay zekânın kamu sektöründe çok boyutlu dönüştürücü etkiler
meydana getireceği beklenmektedir. Devletler, yapay zekânın dönüştürücü etkisini kontrol altına alıp kendi faydalarına
kullanmak için ulusal öncelikler belirlemekte, stratejiler ve düzenlemeler yapmaktadırlar. ABD ve Çin başta olmak üzere,
birçok ülke yapay zekâ ile ilgili strateji belgeleri ortaya koyarak yapay zekâ alanında gelişmeyi temel hedefleri olarak
görmektedirler. Bu ülkeler özel sektördeki gelişmelerin yanı sıra ulusal yapay zekâ stratejilerini belirleyerek kendilerine
bir yol haritası hazırlamaktadırlar. Türkiye de bu hızlı değişim ve gelişmenin dışında kalmamak için yapay zekâ
teknolojisine yönelik milli teknoloji hamlesini daha çok geliştirmek zorundadır. Bu çalışma, yapay zekânın gelişimi
üzerine genel bir çerçeve çizerek yeni teknolojinin genel olarak küresel düzeyde ve Türkiye özelinde güçlü ve zayıf
yönlerini, getireceği fırsatları ve oluşturacağı tehditleri değerlendirecektir. Ayrıca diğer gelişmiş ülkelerin yapay zekâ
strateji belgelerini analiz ederek Türkiye’nin yapay zekâyı odak alan bir ekosistem oluşturup geliştirebilmesi için
izleyeceği strateji için politika önerilerinden oluşan bir yol haritası sunmayı amaçlamaktadır.

Artificial Intelligence Strategies and Turkey

ABSTRACT
Artificial Intelligence (AI), the most important technological developments of the new century, affects the society,
economy and government in many ways. AI technologies are expected to create an ecosystem of 15 trillion dollars in
2030. The technological infrastructure and data mining provided by artificial intelligence technology is at a very high
level. In this context, artificial intelligence will create multi-dimensional transformative effects on the public sector. In
order to control the transformative effect of artificial intelligence, States determine national priorities, prepare strategies
and regulations to use it for their own benefits. Many countries, especially the USA and China, have made the
development of artificial intelligence strategy documents as their main targets. In addition to the developments in the
private sector, they prepare national intelligence strategies and prepare a road map for themselves. Turkey must also
improve the national technology moves towards artificial intelligence technology in order not to stay out of this
ecosystem. This study will evaluate the strengths, weaknesses, opportunities and threats of new technology by drawing
a general framework on the development of AI in general globally and Turkey in particular. It also aims to present a
road map consisting policy recommendations for creating and developing an ecosystem which select AI as a main focus
by analyzing the AI strategy documents of other developed countries.
