The Oregon Chinese Diaspora Project (OCDP) is a multi-agency partnership engaged in studying and sharing the history of Oregon’s immigrant Chinese communities. Partners include the Southern Oregon University Laboratory of Anthropology, the Malheur National Forest, and the Kam Wah Chung State Heritage Site. The OCDP is currently investigating sites associated with Chinese gold miners in the Blue Mountains of Eastern Oregon. Archaeological testing and research includes metal detector assisted survey, which has led to successful subsurface discoveries. Partners, such as university students and Forest Service - Passport in Time volunteers, have assisted with testing and fieldwork and have increased the value of our research. Additionally, these partnerships and collaborations have heightened public interest in and the visibility of historically underrepresented communities.

Trees are important assets to urban communities. In addition to the aesthetic values that urban trees provide, they also aid in such things as erosion control, pollution removal, and rain- fall interception. Several Federal agencies have historically had responsibilities for conducting assessments of the Nation's water resources. The U.S. Geological Survey (USGS), U.S. Army Corps of Engineers, U.S. Department of Agriculture's Soil Conservation Service (SCS), and U.S. Environmental Protection Agency (EPA) and its predecessor agencies, among others, have conducted studies assessing the current situation and future prospects for water in particular regions of the country. Responsibility for national water assessments was assigned to the U.S. Water Resources Council (WRC) by the Water Resources Planning Act of 1965. With the demise of the WRC in 1981, several member agencies have attempted to take over parts of the WRC role and improve their own analyses. Individual tree measurements were available from over 200 permanent plots established during 1985-1987 and later remeasured in naturally regenerated even-aged stands of shortleaf pine (Pinus echinata Mill.) in western Arkansas and eastern Oklahoma. The objective of this study was to model shortleaf pine growth in natural stands for the region. As a major component of the shortleaf modeling effort, on individual tree-level dbh-total height model was developed in which plot-specific random parameters were filled using maximum-likelihood methods. The model predicts tree height on the basis of dbh and dominant stand height (which could be obtained from a site-index model). The mixed-effects model approach was found to predict the total height beller than the similar models developed previously for this species using ordinary least-squares methods. Improved wildland fire emission inventory methods are needed to support air quality forecasting and guide the development of air shed management strategies. Air quality forecasting requires dynamic fire emission estimates that are generated in a timely manner to support real-time operations. In the regulatory and planning realm, emission inventories are essential for quantitatively assessing the contribution of wildfire to air pollution. The development of wildland fire emission inventories depends on burned area as a critical input. This study presents a Moderate Resolution Imaging Spectroradiometer (MODIS) – direct broadcast (DB) burned area mapping algorithm designed to support air quality forecasting and emission inventory development. Analyses of public natural resource governance in the United States have traditionally been viewed as a principal-agent problem: the behavior of administrative bureaucracies to secure power and resources, and the structures, processes, and strategies to control and limit discretion of the administrative state by civil society. Over the past 20 years, the roles of non-governmental actors in US public resource governance, especially at the subnational level, have increased and evolved to the point where many lines that historically separated public, private, and civic sectors have blurred. The purpose of this paper is to examine this governance change through three analytical lenses: Collaborative Public Management, Adaptive Governance, and New Institutionalism.
