ABSTRACT
This article provides a review of the theoretical perspectives on civic and political participation. Four distinct views were identified in the literature: (a) The orthodox view: “Civic and political participation are always positive”; (b) The broad view: “Civic and political participation are multidimensional”; (c) The qualitative view: “Civic and political participation are not always good”; and (d) The nonconformist view: “The need to redeem the political dimension of participation.” This article intends to sophisticate simplistic assumptions about civic and political participation and to provide an original organization of the theoretical perspectives in this field. Based on this analysis, this article presents suggestions for an alternative approach to citizenship education.

Norberto Ribeiro
Norberto Ribeiro has a PhD in Educational Sciences from the University of Porto. He has been actively involved in research since 2006, both in national and international projects (funded by the FCT and the European Commission). His research focuses on citizenship education and youth civic and political participation, publishing in the last years several papers on these topics. He has published in journals such as the Journal of Youth Studies and Urban Education. Currently, he is a postdoctoral researcher at the University of Porto and holds a grant (SFRH/BPD/112289/2015) from the Portuguese national funding agency for science, research and technology (FCT).
Tiago Neves
Tiago Neves is Associate Professor at the University of Porto. Since the mid-1990s, he has been involved in a number of studies on criminology and social and educational inequalities. His work has been funded by the Portuguese national funding agency for science and research and by the Portuguese Social Security; he is also coordinating the participation of the University of Porto in the YOUNG_ADULLLT project, funded by the European Commission, H2020. He has authored three books and published in journals such as Current Sociology, International Studies in the Sociology of Education, and Higher Education.
Isabel Menezes
Isabel Menezes has a PhD in Psychology and Habilitation in Educational Sciences from the University of Porto, where she is a Full Professor in the areas of educational research, educational and community intervention, citizenship education, and political psychology. She has coordinated research on youth and adult civic and political participation with a focus on the experience of groups at risk of exclusion on the basis of gender, sexual orientation, ethnicity, disability, and migrant status and has published on these topics. She coordinated the Portuguese participation in several international projects such as IEA Civic Education Study, FP7 PIDOP, Erasmus USR. Currently, she is leading the UPorto team of the Catch-EyoU project, funded by the Horizon 2020 on European youth active citizenship and of the Erasmus+ ESSA on students’ engagement in university social responsibility.
