Author Christine Fair, in his book on ‘Fighting to the end: The Pakistan army’s way of war’, famously said that, “Most nation states have armies and in Pakistan, an army has a state”. This certainly reflects the magnitude of importance of military in Pakistan’s national conduct and India-Pakistan relations. Also, the India-Pakistan relations revolves around the Kashmir issue, where the major players have been the armies of both the states. More so often, the political discourse and diplomatic channel have continuously failed in resolving or stabilising the Kashmir conflict. There is no denying the fact that, Pakistan has exported terror in India and as what happens in a conflict, there has been significant collateral damage from the Indian - as called “anti-terror” - operations, which make the Kashmiri citizens, real victim of such a conflict. Given such premises, it is explicitly imperative to examine the scope and prospects of “Defence diplomacy” in Kashmir issue. This paper tries to examine the dimensions of defence diplomacy in the given context to have better positive results in Kashmir conflict.
