RC should not be flooded with newuser log entries on SUL wikis

Feature summary (what you would like to be able to do and where):

Right now on recentchanges it is only possible to filter all logs. You cannot filter a specific type of log.

As a result, on a small wiki, much of RC is taken up by user creation logs. This is especially true for wikis with SUL, where most registrations are semi-automatic and not really people logging into the wiki. (Edit: looks like automatic creations are already filtered. Nonetheless, there are a lot of creations on RC)

Special:Log already supports filtering these out. We should either allow filtering these from RC, or have a MW config not to publish them to recentchanges.

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):

Allow users not to be drowned out on RecentChanges with irrelevant entries.

Hey! For Tech News, What wording would you suggest as the content? and When should it be included? (what week, and what section - "Recent Changes" or "Later this week" - I believe it's for this week, and within "Later this week" i.e. riding the train?)
I'd imagine something like:

  • In {{#special:RecentChanges}}, you can now hide the log entries for new user creations with the filter for "{{int:rcfilters-filter-newuserlogactions-label}}"

Its actually already ridden the train. It is now live on all wikis.
