Este libro explora a través de diversas perspectivas, las complejas problemáticas que ha generado el conflicto armado interno en Colombia así como los efectos de algunas de las decisiones que se han tomado para su mitigación. A través de siete capítulos, realiza un valioso aporte al estudio de la vulneración de los derechos humanos y la protección de las víctimas en el marco del posacuerdo con las Fuerzas Armadas Revolucionarias de Colombia (FARC), haciendo un llamado a la reconciliación nacional y a la reconstrucción del tejido social.

Despite ending a 60-year armed conflict with the oldest guerrilla group in Latin America, the 2016 peace agreement with the Revolutionary Armed Forces of Colombia (farc) has faced growing opposition and resentment from the general population. This resistance has mainly occurred due to the absence of literature clearly providing an explanation of its contents, compromising its implementation and stability. Using the Peace Accords Matrix of the University of Notre Dame, this article explores some of the widespread criticism by comparing this agreement to others in 31 other countries. The key findings suggest that the 2016 Colombian peace agreement is the most extensive and the second most complex signed since 1989, and its crux may be categorized into five different groups of provisions. Taking account that the European Unions (EU) security vision of Latin America has a civilian and cooperative character, and not a military and defensive nature, and considering also that the notion which explains the structure of community interactions is the Governance, the objective of this paper is to develop a first approach to the study of the EU as a security and Governance referent. This approach develops two levels of analysis. The first one is the international level, where the EU is a security referent for Latin America and the second one, is the subregional level, where EU could be a Governance referent through the integration model. For such purpose this article identifies some hemispheric and subregional elements that show that the EU could be a model of security and governance for Latin America. Finally I recommend some general orientations to build a new way of thinking the Andian Security in order to incorporate not only the military dimension, but to integrate, as possible, the participation of new actors and other perspectives into a more security comprehensive notion.
