10 Neji Hyuga

7 Minato Namikaze
Minato was the Fourth Hokage of Konohagakure and a man who was described to be a generational talent by many. It goes without saying that he had great chakra control but what made him special was his usage of Perfect Sage Mode, which is an indication of highly refined chakra control.
What makes him even more special is the fact that he created the Rasengan, which is a technique described to be the epitome of chakra control in the series.
6 Tsunade Senju
Tsunade was the Fifth Hokage of Konohagakure and one of the strongest Kunoichi in the entire series. She was an amazing user of chakra in her prime as she excelled in medical ninjutsu, which requires very precise chakra control.
Furthermore, Tsunade was able to learn the Byakugou Jutsu, which can only be acquired by slowly and constantly storing small amounts of chakra at a particular point over years. Evidently, this signifies a great control over chakra.
5 Sakura Haruno
Sakura Haruno is a former member of Kakashi's Team 7 and her strengths were always known to be based on chakra control. Under Tsunade's guidance, she learned medical ninjutsu and improved her control over chakra further.
In time, she also gained the power of the Byakugou Jutsu, which put her chakra control on the same level as Tsunade herself. Since Sakura is known to have surpassed Tsunade by the end of the series, it is unquestionable that she is a better controller of chakra as well.
4 Madara Uchiha
Like Hashirama Senju, Madara was a legendary figure from the old times and was tremendously powerful. As expected of a legend such as himself, Madara was a great user of chakra. He could control the Nine-Tails and fight Hashirama Senju at the same time, which was definitely impressive.
What makes him far more impressive is the fact that he was able to achieve Sage Mode with no prior training and could perfectly absorb Hashirama's senjutsu chakra to mix with his own.
3 Naruto Uzumaki
Naruto Uzumaki used to have the worst control over chakra back during the early days and this was largely due to him being the Jinchūriki the Nine-Tails. Over time, his chakra control became very refined, however.
He managed to learn Sage Mode and even perfected the Rasengan. What's more, he was able to perfectly share chakra with every single member of the shinobi alliance, which is a tremendous feat of chakra control. By the end of the series, Naruto's control over chakra becomes one of his finest abilities.
2 Sasuke Uchiha
In terms of chakra control, Sasuke appears to have been slightly better than Naruto Uzumaki. Being an Uchiha prodigy plays some part in that, of course, but Sasuke also trained his powers to a great degree over the years.
His biggest feat of chakra control was to absorb the chakra of all the nine Tailed Beasts during his final fight against Naruto Uzumaki and mix it with great precision. According to Kurama, this level of prowess was similar to that of Hagoromo Otsutsuki.
1 Kaguya Otsutsuki
Kaguya Otsutsuki was the first being on Earth to gain chakra and she did this by eating the chakra fruit that grew on the planet. She later shared this chakra with her children, Hagoromo Otsutsuki and Hamura Otsutsuki.
Kaguya was the original owner of the power so it is quite easy to see why she was the best user of it. She used chakra to end a period of turmoil and came to be known as the Rabbit Goddess afterward.
