Although it appears that this comes from a complete — although later edition — of the report, it does have multiple missing pages. It is probable that they do not affect the overall argument and message significantly, but they represent a gap that it would be very desirable to fill. This is in part because the report is widely misrepresented as a conspiracy towards world government rather than an analysis of widespread failure to tackle significant issues. It suggests that the "global revolution" is already taking place through multiple processes of change but are not being well handled by the world societies. It promotes the individual as a key agent of change through the development of consciousness. It suggests improvement in institutions. Overall it is concerned with coordinated processes but these are focused on the general legitimacy of people, problems of poverty, pollution, et cetera. (The Club of Rome was a radical not right-wing independent body with excellent credentials.)

In response to the previous comment, allow me to clarify the edition of this work.
This is the 1993 edition published by Orient Longman in Hyderabad, India. It is a paperback of 174 pages, so not quite incomplete as some apparently believe.

the scan is in very bad condition (as well as the pure scan and the bad transformed OCR-Version). Lots of pages are missing, it is unclear which edition it is (according to Amazon: http://www.amazon.com/The-First-Global-Revolution-Council/dp/0679738258 the First Edition had 286 pages, here there are only 184 pages and it is a Version limitied to be sold only in asiatic countries)
I recommend urgently a new Scan from the Owner of the book and I recommend to find a full version of the book
