Historical Background

The journey of IBPS is closely associated with the major event of nationalisation of 14 major banks in 1969, and thereafter, the establishment of National Institute of Bank Management (NIBM) as an apex level research and training institute for all Public Sector Banks.

Post-nationalisation, banks were required to rapidly expand their branch network to afford a larger cross-section of people the opportunity to avail “Banking Services”. In order to expand their network, banks needed to recruit. “Selecting Right People for the Right Jobs” was a critical and crucial activity for them. Banks began advertising their vacancies and were flooded with applications, the volume of which far exceeded their capacity.

Senior functionaries in the banking industry felt that the traditional selection system could be improved by identifying the characteristics to be measured in the selection process and their relevance to subsequent on-the-job performance and career growth of the selectees and desired that the selection process should be uniform, standard and scientific. As Public Sector Organisations, “Public Accountability” was the major guiding principle for banks. Their mandate was hence for an effective selection system accessible to all eligible applicants, with characteristics of fairness and impartiality.

Some banks then approached the NIBM which designed and launched a new Selection Testing Process for them in some parts of the country. The new system received spontaneous acceptance from the banking industry. As the number of banks adopting the new system grew, the necessity was felt to constitute a separate Personnel Selection Service (PSS) unit to handle these projects.

In 1984, the PSS Unit of NIBM became a self-created independent institution- Institute of Banking Personnel Selection (IBPS). Four individuals, Dr. A. S. Deshpande, Dr. S. S. Kulkarni, Prof. K.V. Limaye and Prof. P.D. Gadre, deserve mention for their tremendous contribution to the inception and growth of the Institute. Their efforts to ensure scientific rigour in selection processes, their quest for perfection in systems through development programmes, interactions with national and international experts and peer organisations, hugely impacted the growth of large scale testing in India. Dr. A.S. Deshpande, the then Professor in-charge of PSS Unit, became its founder Director. Dr. S.S. Kulkarni essayed the role of catalyst and mentor in revolutionising the selection system, remaining an honorary faculty at IBPS with expertise in personnel management, educational technology and psychometrics. Prof. K.V. Limaye was closely associated with the development of all tests, group exercises and simulation exercises for selection of personnel for recruitment and promotion at various levels. Prof. P.D. Gadre joined IBPS first on deputation from NIBM and on permanent basis from 1985 was associated with the selection activity as faculty with expertise in educational technology and psychometrics.
