This paper presents an analysis of the process carried out by the Mexican Congress to discuss, modify and approve the higher education budget contained in the Federal Expenditure Budget for Fiscal year 2011 as well as the results obtained. It reviews the composition of the Commission on Public Education and Education Services of the 61st Legislature, the budget proposal submitted by the Executive Branch, the legislative characteristics of dynamics shown, the requests for budget extensions submitted by ANUIES, the negotiations across various parliamentary groups, and the approved budget for higher education subsystems, as well as the special funds.
