Irvine real estate development firm Crown Realty & Development and Dallas-based CAPREF Manager LLC have agreed to build nearly 70,000 square feet of commercial space, about 200 hotel rooms and 1,100 housing units at 600 N. San Fernando Boulevard, according to the city planning department.

CAPREF, which manages the Glendale Marketplace, the Paseo Colorado in Pasadena and the Strand in Huntington Beach, is separately planning to spend $60 million to upgrade the 30-year-old mall adjacent to the Burbank Town Center and add dining and entertainment venues to its roster of tenants, according to Lance Taylor, a director at CAPREF.

“Retail is changing and so is our vision for the mall,” he said. “We are trying to upgrade it. Locals want to have their own shopping destination.”

Planned to be built in the area – currently occupied by Office Max, In-And-Out-Burger and the former IKEA  – are several buildings with apartments, condominiums, shops and restaurants.

The $350 million project envisions an outdoor plaza connected by pedestrian walkways and landscaping for outdoor events, movie screenings and farmers’ markets.

The developers plan to upgrade the site’s interior design along, as well as the facade on the Magnolia Boulevard entrance.

City planners are hoping the development will not just add new apartments to the Burbank downtown area but will also boost foot traffic at the mall anchored by Macy’s and Bed Bath & Beyond.

“We have concerns about employment, housing and economic growth,” said Fred Ramirez, the city’s assistant community development director. “This project will help address those concerns and create a neighborhood in downtown. If you look at the Americana, they’ve seen a resurgence in the [Glendale Galleria] because of the development across the street. They were able to grow and make the mall busy.”

The project still requires a traffic and noise study along with air-quality analysis and a water-supply assessment, according to the city website.

Despite the developers’ promises to build a site with a neighborhood aura in Burbank, some residents are concerned the project will take away the area’s small-town vibe.

“I’m concerned about the project,” said Roy Wiegand from Save Burbank Neighborhood. ”We’re worried about traffic and congestion because we’re talking about the thousands of new people.”

The mall redevelopment is scheduled to be completed by 2020.
