In this article the authors analyze the reconfiguration process in the field of higher education in Brasil since the second half of the nineties in order to understand comprehensively concepts, actors, strategies and actions that are present in the structure and disposition of this field. Tey investigate about: a) the impact that this reconfiguration has on the field structure; b) the correlation between policies, programmes and actions in the domain of higher education and the transformations experienced in this field during the Fernando Henrique Cardoso's (1995-2002) and Lula da Silva's (2003-2010) administrations; and c) the changes in the roles, positions and strategies implemented by the State, the market, the academy and the civil society in the reconfiguration of the field. They also try to state explicitly the objectives, mechanisms and processes that are present in the formulation and establishment of the higher education policies, taking into consideration the actions of the different institutional agents.
