I use winky faces in texting all the time to female friends. Usually it's just to take the edge off of something that might not be an obvious joke.

I guess it would depend on context. Also, probably completely different for 19 year olds.

And that doesn't necessarily mean he's going to be expecting sex btw. He could be just flirting in a sexual way.

Nothing always means anything. It could just be flirty. Although, you realize that flirty=romance=sexual, right? If someone is flirting with you, even playfully, there's a sexual undertone there.
