Zusammenfassung
Das strategische Handeln von Parteien wird in diesem Beitrag als Versuch verstanden, Entwicklungen auf der organisatorischen, der elektoralen sowie auf der parlamentarischen Ebene zu kontrollieren und auf bestimmte Ziele — seien dies die Gewinnung von votes, offices oder policies — hinzulenken (Strom 1990). Innerhalb von Parteien sind es dabei primär die Parteiführungen, die versuchen von oben eine kohärente Steuerung parteilichen Handelns zu planen und durchzusetzen. Dabei stoßen Parteiführungen jedoch auf vielfältige Widerstände, die sowohl in der Binnendifferenzierung von Parteiorganisationen wie in der Komplexität des gesellschaftlichen Umfeldes begründet liegen.
