Zusammenfassung

Neunzehnhundertneunzig - die Systemwechsel in Osteuropa hatten gerade begonnen, da erschien ein Aufsatz mit dem Titel „The Necessity and Impossibility of Simultaneous Economic and Political Reform“. Sein Verfasser war niemand geringerer als Jon Elster (1990). Ein kurzer Blick auf die Ereignisse hatte dem brillanten Theoretiker genügt, um einen komplexen Geschichtsverlauf auf einen einfachen Begriff zu bringen: Unmöglichkeit! Die Unmöglichkeit erfolgreicher „holistischer Reformen“ (Wiesenthal 1993) wurde in der Notwendigkeit gesehen, gleichzeitig wirtschaftliche und politische Reformen erfolgreich durchzuführen. Unmöglichkeit, Notwendigkeit und Gleichzeitigkeit formten sich infolge ihrer spezifischen Interdependenzen zu einem Theorem, das als „Dilemma der Gleichzeitigkeit“ (Offe 1991) eine rasante Karriere in den Sozialwissenschaften machte. Kaum eine Analyse zu den Systemwechseln in Osteuropa, die das „Dilemma“ nicht zitierte, (affirmativ) aufgriff und in den empirischen Fakten nach Bestätigung fahndete.
