Zusammenfassung
Dieser Beitrag befasst sich mit Donald J. Trumps Präsidentschaft. Als Populist im Wahlkampf gab er sich 2016 als selbstloser Verteidiger des kleinen Mannes, der im Sumpf des politischen Establishments in Washington D.C. mit Korruption aufräumen wollte. Von seinem Populismus blieb schnell lediglich die Rhetorik übrig, seine Politik nahm indes vielmehr autokratische Züge an und zielte vor allem auf den eigenen Machterhalt ab. Wir argumentieren, dass der analytische Fokus auf Macht eine ansonsten chaotisch anmutende Politik des Präsidenten erklärbar macht. Seine Politik der Destabilisierung hat zum einen zur Destruktion liberal-demokratischer Ideen, Institutionen und Prozesse geführt. Zugleich aber hatte sie generatives Potenzial und trug zur Schöpfung eines illiberalen Staates bei, der auf den Machterhalt von Trump und seinen Anhänger*innen ausgerichtet war. Inwiefern der Begriff des Populisten an der Macht hier noch ausreicht, um der Sachlage analytisch gerecht zu werden, leuchten wir kritisch aus. Ob es sich beim Phänomen Trump um einen Irrweg vom eigentlich liberalen Pfad oder um eine neue Normalität handelt, ist im Moment eine offene Frage, die, auch nach der Wahl Joe Bidens zum neuen Präsidenten, nur historisch rückblickend zu beantworten sein wird.

So beispielsweise bei einer Wahlkundgebung am 14.9.2020 in Nevada (Reuters 2020), wo er vor der Wahl im November 2020 ankündigte, er würde auch noch in vier Jahren entgegen geltendem Gesetz eine dritte Amtszeit anstreben. Ähnliche Bemerkungen hat Trump im Laufe seiner ersten Amtszeit mehrfach gemacht, wie etwa als die kommunistische Partei die Beschränkung auf zwei Amtszeiten aufhob, um dem chinesischen Präsidenten Xi Jinping den Weg für eine Präsidentschaft auf Lebenszeit zu ebnen – und Trump ihm gratulierte und damit liebäugelte, ähnliches auch in den USA umzusetzen (Shepardson 2018).

Nicht zuletzt wegen einer nationalistischen Historiographie, die in der Tradition von Alexis de Tocqueville, Louis Hartz und Seymour Martin Lipset die liberalen Elemente der eigenen Vergangenheit besonders hervorhob.

Der Zusatz „demokratisch“ ist zentral, da Normen nicht inhärent gut oder demokratisch sind und es natürlich auch undemokratische Normen geben kann, die das Funktionieren demokratischer Institutionen unterlaufen – man denke nur an Gender-Stereotype und Geschlechterrollen.

Dies obgleich die US-amerikanische Bürokratie im Gegensatz zur staatlichen Infrastruktur in autokratischen Regimen (bislang) divers und pluralistisch ist und durchaus auch als vorbildliches Bollwerk zum Schutz der Demokratie im Massenzeitalter verstanden wird (Michaels 2018).
