Der Einfluss von Parteien und Institutionen auf die Wirtschafts- und Sozialpolitik

Zusammenfassung

Die Gemeinsamkeiten und Unterschiede in der Staatstätigkeit der marktwirtschaftlich verfassten Demokratien der OECD-Welt, insbesondere im unterschiedlichen Ausmaß staatlicher Interventionen in die Ökonomie, werden in der vergleichenden Policy-Forschung mit einer Vielzahl verschiedener theoretischer Ansätze zu erfassen versucht (vgl. als Überblick M. Schmidt 1993; 2000b). Aus einer politikwissenschaftlichen Perspektive am interessantesten sind dabei sicherlich die Versuche, Staatstätigkeit mit politischen Variablen zu erklären. Dabei kommt insbesondere der Frage nach dem Einfluss, den Parteien auf die Staatstätigkeit nehmen können, eine bedeutende Rolle zu. Daher nimmt auch dieser Beitrag die Parteiendifferenzhypothese zum Ausgangspunkt. Zunächst wird untersucht, inwieweit das theoretische Fundament dieses Ansatzes tragfähig ist. Dabei wird insbesondere der Frage nachgegangen, in welchem Verhältnis Parteiendifferenzen und Parteienwettbewerb zueinander stehen. Es werden zwei Ansätze vorgestellt, die sich im Wesentlichen darin unterscheiden, ob sie den Parteienwettbewerb für das Movens von Parteiendifferenzen halten oder ob die Orientierung an Stimmen und Policies als tendenziell entgegengesetzt konzeptualisiert wird. In einem nächsten Schritt werden dann zunächst die materiellen und anschließend die institutionellen Beschränkungen von Regierungen, die die Ökonomie zu steuern versuchen, diskutiert. Dabei wird es im Bereich der materiellen Restriktionen vor allem um die Diskussion über den Steuerungsverlust nationalstaatlicher Regierungen im Zeichen der Globalisierung gehen. Die institutionellen Beschränkungen werden einerseits im Zusammenhang mit Vetospielern im zentralstaatlichen Entscheidungsprozess, andererseits mit institutionellen Regelungen diskutiert, die der zentralstaatlichen Ebene durch Föderalismus, unabhängige Notenbanken oder die Integration in die Europäische Union bestimmte Kompetenzen vorenthalten. Eine knappe Diskussion der Ergebnisse schließt den Beitrag ab.
