Risiko Gülle – ein Abfallprodukt gefährdet das Globale Produktionsnetzwerk der intensiven Landwirtschaft

Zusammenfassung

Prozesse der Globalisierung haben zu einer Entfremdung der Konsument*innen von den Herstellungsbedingungen von Lebensmitteln geführt. Es findet eine Dissoziation des Produktes von den Informationen über seine Herstellung und deren Auswirkungen statt. Am Beispiel der intensiven Fleischproduktion und dem mit ihr verbundene Anfallen von Gülle und anderen Exkrementen diskutieren wir, wie die mit der (globalen) Organisation und den Bedingungen der Herstellung in einem Produktionsnetzwerk verbundenen Risiken mit Hilfe des Globale Produktionsnetzwerke-Ansatzes analysiert werden können. Als Fallbeispiel dient dabei der Nordwesten Deutschlands. Die Fallstudie veranschaulicht wie die Wahrnehmung unterschiedlicher Formen von Risiken durch die Akteur*innen auf ihrer Einbindung in die Region beruht. Zudem zeigt die Analyse, wie die starke Einbettung der regionalen Agrar- und Biogasindustrie es den Akteur*innen erlaubt hat, ihre Wertschöpfung und -aneignung erheblich zu erhöhen und zugleich wie sie durch die Ausübung kollektiver Macht auf lokaler und regionaler Ebene erfolgreich regulatorische Konsequenzen der Umweltrisiken beeinflussen können. Der empirische Teil des Beitrags basiert hauptsächlich auf qualitativen Interviews.

Abstract

Processes of globalisation have led to consumers being alienated from the conditions under which food is produced. There is a dissociation of the product, from the information about its production, and its effects. Using the example of intensive meat production, and the associated production of liquid manure and other excrements, we discuss how the risks associated with the (global) organisation, and conditions of production in a production network, can be analysed with the help of the Global Production Network Approach. The area in the Northwest of Germany, serves as a case study. The case study illustrates, how the perception of different forms of risks by the actors, is based on their social and economic embeddedness in the region. In addition, the analysis shows how the deep embeddedness of the regional agricultural and biogas industry, has allowed the actors to significantly increase their value creation and capture, while at the same time successfully influencing regulatory consequences of environmental risks, by exercising collective power at local and regional level. The empirical part of the chapter is mainly based on qualitative interviews.
