Was erklärt die Krise der Sozialdemokratie? Ein Literaturüberblick

What Explains the Electoral Crisis of Social Democracy? A Literature Review

Zusammenfassung

Die Sozialdemokratie steckt in der tiefsten Krise seit dem Zweiten Weltkrieg. Während darüber angesichts der teilweise desolaten Wahlergebnisse sozialdemokratischer Parteien große Einigkeit besteht, gehen die Erklärungen für die Krise erheblich auseinander. Dieser Literaturbericht liefert einen systematischen Überblick über die wichtigsten sozialwissenschaftlichen Beiträge zu dieser Debatte. Es wird gezeigt, dass sich die umfangreiche, bisher aber wenig aufgearbeitete Literatur in vier Erklärungsstränge unterteilen lässt, die jeweils sozialstrukturelle Veränderungen, materielle Beschränkungen, ideelle Faktoren oder institutionelle Eigenschaften der Parteien in den Vordergrund stellen. Im ersten Teil des Literaturberichts werden diese vier Ansätze ausführlich dargelegt, wobei auf unterschiedliche Argumente innerhalb der einzelnen Erklärungsstränge ebenso eingegangen wird wie auf zentrale Kritikpunkte. Darauf aufbauend wird im zweiten Teil anhand wesentlicher Debattenbeiträge die nicht nur für die Parteienforschung relevante Frage diskutiert, ob der Niedergang der Sozialdemokratie unumkehrbar ist oder ob ein Wiedererstarken sozialdemokratischer Parteien zu erwarten ist.

Abstract

Social democracy is in its worst crisis since World War II. While there is unanimous agreement on the seriousness of the crisis, the causes for social democracy’s fall from grace are hotly contested among researchers. The article offers a systematic review of the relevant literature, distinguishing four major explanatory strategies: electoral, materialist, ideational and institutionalist. In the first part of the article, each of these four strands of literature is presented in detail, outlining the central arguments within those strands as well as major points of critique. Based on the assessments of proponents of the competing explanatory strategies, the second part of the article then discusses the fundamental question whether the decline of social democracy is irreversible or, like previous crises, a temporary phenomenon which will be followed by another revival of social democracy.

  1. Während es bisher weder bei den griechischen Sozialdemokraten noch bei den französischen Sozialisten Anzeichen auf ein Wiedererstarken gibt, konnte die PvdA bei den Europawahlen von der Spitzenkandidatur von Frans Timmermans profitieren und 19 Prozent der Stimmen erringen.

  2. Auf eine spezielle Form des elektoralen Dilemmas, das sogenannte Insider-Outsider-Dilemma, weist Rueda (2007) hin. Rueda richtet den Fokus auf die Arbeitsmarktpolitik, genauer gesagt, auf die Trennung von Arbeitsmarkt-Insidern, die über sichere Arbeitsverhältnisse verfügen, und Outsidern, bei denen dies nicht der Fall ist. Konzentrieren sich Sozialdemokraten auf die Insider, drohen sie die Outsider populistischen Parteien in die Arme zu treiben. Richten sie ihre Politik an den Outsidern aus, drohen sie die Insider an Mitte-Rechts-Parteien zu verlieren (Lindvall und Rueda 2014).

  3. In der Debatte zum Aufstieg des Populismus wird mit der Migration ein weiteres Element der Globalisierung diskutiert (Manow 2018; Rodrik 2018). Links- und Rechtspopulismus sind demnach Protestformen gegen unterschiedliche Aspekte der Globalisierung, nämlich den freien Verkehr von Gütern und Geld einerseits und von Personen andererseits. Ob Sozialdemokraten sich eher mit links- oder rechtspopulistischen Herausforderern konfrontiert sehen, hängt demnach maßgeblich davon ab, ob auf Basis der nationalen politischen Ökonomie eher der freie Außenhandel oder Flucht- und Arbeitsmigration als Bedrohungen wahrgenommen werden.
