    Thank you to all for the collective effort in producing this years’s edition of Revenue Statistics in Latin America and the Caribbean! Your dedication and expertise have contributed immensely to this valuable resource. According to the 2024 report, tax revenue rose as a share of GDP on average across Latin America and the Caribbean (LAC) countries between 2021 and 2022 due partly to a sharp increase in revenue from the oil and gas sector. Released today at the 36th Regional Fiscal Seminar in Santiago, the report shows that the average tax-to-GDP ratio in the LAC region rose by 0.3 percentage points (p.p.) in 2022 to 21.5%. This was slightly below its level prior to the COVID-19 pandemic (21.6% in 2019) and below the average tax-to-GDP ratio for OECD countries (34.0% of GDP).     Last week, I had the pleasure of attending the 58th Centro Interamericano de Administraciones Tributarias - CIAT General Assembly in Foz do Iguaçu, Brazil. This year’s meeting focused on “Prevention and conflict resolution mechanisms and promotion of voluntary compliance.”   Tax certainty is a critical part of the work we do at OECD Tax. My interventions last week focused on accelerating effective tax administration and enhanced dispute resolution – tracking where we are on the tax certainty journey and looking ahead.   Congratulations to CIAT and the Receita Federal do Brasil team for a hugely successful 58th General Assembly.    Looking forward to travelling again to Brazil later this month for the upcoming G20 Tax Symposium. #OECDtax #OECD #tax #CIAT #Brazil

    The OECD FTA (Forum on Tax Administration) Gender Balance Network (GBN) held its annual in-person conference on 25 and 26 April, at the premises of the Délégation Ile-de-France. The conference was kicked-off by three inspirational and successful women: Amélie Verdier, Commissioner of the French Tax Administration (DGFiP), Katrin Westling Palm, Commissioner of the Swedish Tax Agency (Skatteverket) and patron of the GBN, and Manal S. Corwin, Director of the CTP (Center of Tax Policy and Administration) of the OECD-OCDE. This conference was the opportunity to address topical issues related to gender balance within our tax administrations such as fact-based decision making; knowledge-sharing around the research from Harvard Professor and Noble Prize winner Claudia Goldin; AI and unconscious bias; and many other interesting presentations and discussions, which allowed us to identify important take-aways to be brought to the Commissioners of our members’ tax administrations. This was also the occasion for me to update our members and collect their ideas on the brand-new Gender balance maturity model developed by the FTA Secretariat. Thanks to Peter Green for his hard work in drafting and updating this model. Soon to be published, the maturity model is a tool designed to help tax authorities assess their level of maturity in terms of gender balance. My sincere gratitude goes to the Swedish co-chairs (Helene de Faire & Anders Stridh) and their team for setting up such a great agenda, and to their Commissioner (Katrin Westling Palm) for her commitment to the gender balance and diversity issue. Many thanks to the French Department for International Relations and especially to Adèle Liéber, Margaux Amiel and Laëtitia Fauvre for making this conference a success. Thanks to Fiona May for her support in managing the GBN.     It was a pleasure to attend the recent Spring Meetings and the meeting of G20 Finance Ministers and Central Bank Governors, including the G20 Side Event on "New Challenges in International Taxation" hosted by Minister Fernando Haddad of Brazil and Minister Bruno Le Maire of France, and with Minister Njung’una S. Ngundu of Kenya and Dr. Kristalina Georgieva of the International Monetary Fund. All of the speakers acknowledged the accomplishments of global collaboration on tax that have been achieved at the OECD - OCDE as a starting point in the discussions that focused on exploring ways to increase cooperation on international taxation amid efforts to address hunger, inequality and climate change and other global challenges.   It was also my pleasure to join a special The World Bank Group event on tax transparency and beneficial ownership developments with Vice Minister of Finance of Panama Jorge Luis Almengor Caballero, Financial Action Task Force (FATF) President T Raja Kumar and incoming-President FATF Vice-President Elisa de Anda Madrazo, and to meet with Under Secretary for Economic Growth, Energy, and the Environment at the State Department, Jose Fernandez. We discussed the support of the United States for the joint OECD / UNDP initiative, Tax Inspectors Without Borders (TIWB).     Tax Inspectors Without Borders - or #TIWB is one of the best examples of what the OECD and the UNDP can do together in providing practical support for developing countries, helping to build capacity and mobilise domestic resources. TIWB experts provide practical, hands-on assistance on current audit cases and related international tax issues. Programmes are customised to meet the distinct needs of each tax administration across a wide range of areas. The initiative’s assistance ranges from transfer pricing and the reinforcement of criminal tax investigations to the effective use of automatically exchanged information (AEOI). To date, TIWB assistance has helped tax administrations in developing countries generate an additional USD 2.3 billion in tax revenues and USD 6.05 billion in tax assessments across Africa, Asia and the Pacific, Eastern Europe, and Latin America and the Caribbean. These achievements have been accomplished in partnership with international organisations such as the African Tax Administration Forum (ATAF) and the World Bank Group (WBG).     [OUT NOW] The Tax Inspectors Without Borders Annual Report 2024 is now available! TIWB is a joint initiative of the OECD - OCDE and UNDP that assists developing countries in strengthening international tax capacity. TIWB programmes mainly focus on international tax audit and criminal tax investigations but may also provide technical assistance in the areas of AEOI, VAT, CbCR, and the implementation of the global minimum tax. In 2023, the TIWB Roster of Experts was renewed and over 130 qualified experts were selected to respond to demand in the eight thematic areas of assistance offered by the initiative. The Roster Experts are a group of accredited tax experts, including both serving and former officials of national tax administrations, pre-qualified and listed by UNDP as available to implement TIWB programmes. The TIWB Annual Report 2024 looks back at the initiative’s achievements from July 2022 to December 2023. Chapter 1 describes TIWB in the evolving international taxation and development context. Chapter 2 discusses TIWB programmes and operations. Chapter 3 provides information on current and future areas of TIWB technical assistance. Chapter 4 highlights results obtained over the past year. Chapter 5 describes TIWB participation at international events and the initiative’s communication efforts. Finally, Chapter 6 sets out the work plan for the year and provides an overview of the previous year’s objectives and performance.     [JOB VACANCY] We're looking for a Senior Adviser to lead and co-ordinate the accession process with respect to the OECD Committee on Fiscal Affairs (CFA).   The accession co-ordinator will oversee the progress of accession reviews by all the subsidiary bodies of the CFA and prepare its formal opinions on the candidate countries. He/she will conduct dialogue with the senior co-ordinators of each candidate country and provide strategic input with a view to facilitating the advancement of the accession process and the resolution of challenges and bottlenecks. He/she will co-ordinate closely across the OECD Centre for Tax Policy and Administration with the technical teams responsible for the areas covered by the accession process and ensure the reviews are conducted in accordance with the Accession Roadmaps and the CFA Accession Methodology.     Pleased to announce that we released the 2024 edition of Taxing Wages.   The report reveals that effective tax rates on labour income increased in 2023 in a majority of OECD countries, across a range of income levels and household types. The report finds that the post-tax income of a single worker earning the average wage declined in 21 out of 38 OECD countries in 2023. The report also includes a special feature on tax and gender, analysing the tax rates on second earners in married couples, more than 75% of whom are women in almost all OECD countries.
