"Nowadays 75% of foreigners living in Switzerland have a permanent residence permit. A new phenomenon goes along with this stabilisation: the aging of this resident foreign population, especially Italians and Spaniards who arrived in Switzerland in the fifties and sixties. This trend will have definite consequences on the costs of Swiss social security benefits. Our research project aims at clarifying which factors influence those immigrants who are near retirement to decide whether to stay or go back to their home countries." (SUMMARY IN ENG AND GER)

This chapter analyses the professional choices, access to the professional field and professional experiences of tertiary-educated descendants of labour immigrants who have embraced the teaching profession. While a number of studies of socially mobile immigrant-origin adults concentrate on the resources mobilized to override the laws of social reproduction, this chapter embeds its analysis in the theoretical frame of integration context theory, which postulates that meso and macro contextual factors are of crucial importance for mobility. These factors range from general, historically evolved country-specific institutional arrangements, such as the civil service system, to targeted migrant integration policies, such as measures to recruit teachers. These dimensions are combined and synthesized in a typology of contexts. Ruth Calderón Rosita Fibbi Jasmine Truong L’enquête, qui interroge les enseignant-e-s LCO sur leur activité, fournit les bases pour le développement de l’offre de formation continue pour les enseignant-e-s LCO ainsi que pour l’amélioration des conditions cadres de ces cours. Les structures organisationnelles de ces cours traversent une période de changements. Les organisations rattachées aux Consulats et aux Ambassades ont encore le nombre d’élèves le plus élevé. Les associations et les fondations privées sont toutefois déjà aujourd’hui bien plus nombreuses que les structures dépendantes des pays d’origine. Les enseignant-e-s LCO ont peu de contacts avec leurs collègues et les autorités suisses et disposent d’un accès limité aux infrastructures scolaires. Ils sont en revanche très intéressé-e-s à suivre des cours de formation continue. Le thème de formation continue le plus demandé est « Collaboration entre cours LCO et école suisse ».

Im Gegensatz zu einer weit verbreiteten Meinung ist Migration nicht eine rein individuelle Angelegenheit. Der Entscheid, in ein anderes Land auszuwandern, wird nicht in erster Linie von Einzelpersonen, sondern in Familien getroffen. Die Familie ist der Ort, wo die Migration geplant wird, wo der Integrationsprozess am neuen Ort schrittweise stattfindet, und wo spater die Wahl zwischen einer Ruckkehr ins Ursprungsland oder einem definitiven Verbleib im Gastland getroffen wird (Beday-Hauser und Bolzman 1997). Trotz der grosen Bedeutung der Migrationsfamilie sind in der Schweiz nur sehr wenige Studien und Daten in Bezug auf Familienleben und Merkmale der Migration und des Integrationsprozesses verfugbar. Dies ist vermutlich darauf zuruckzufuhren, dass die Migration traditionell als individuelle Entscheidung des „immigrierten Arbeiters“ und nicht als kollektive Strategie wahrgenommen wird. Aus diesem Blickwinkel erscheinen Frauen und Kinder nur als Begleitpersonen des Migranten, die bei der Migration eine untergeordnete Rolle spielen.

Sprechen die Enkel der italienischen und spanischen ArbeitsmigrantInnen, die in den 1950er und 1960er Jahren in die Schweiz eingewandert sind, die Sprache ihrer Groseltern (noch)? Hatten bzw. haben die Eltern und Groseltern dieser Jugendlichen den Wunsch, ihre Herkunftssprache an die Kinder der dritten Generation weiterzugeben, und welche Strategien verfolg(t)en sie zu diesem Zweck? Welche praktische und identitare Bedeutung hat diese (Familien-)Sprache hier und jetzt fur die Jugendlichen der dritten Generation? Diesen Fragen sind wir in einer Studie uber eingewanderte Familien in der Schweiz nachgegangen.

The Family, a Source of Legitimacy for Immigrants after their Retirement ? The case of the Spanish and Italians in Switzerland. Claudio Bolzman, Rosita Fibbi et Marie Vial. At the present time a new phenomena is emerging in Europe : immigrant workers who came to different countries during the fifties and sixties are reaching retirement age. Starting from this fact, this paper deals with two issues : on the one hand, we analyse the process of settling down of immigrants in the residence country and the place of the family in this process ; on the other hand, we study the influence of the family upon the future projects of the first generation of Italian and Spaniards near retirement age, particularly with respect to their projected country of residence. Que ésta venga a terminarse, lo absurdo de la condición de inmigrante aparece absurda. Que « uno se mate » a trabajar o que, por el contrario, vuelva al país, en cualquier caso no se trata de « envejecer en la inmigración ». Hasta ahora la inversa constituía casos excepcionales. Italianas y Españolas en Suiza próximas a la edad de la jubilación. Rosita Fibbi, Claudio Bolzman, Marie Vial. A partir de los resultados de un estudio sobre los italianos y españoles residentes en Suiza y próximos a la edad de la jubilación, los autores tratan de la condición de la mujer inmigrante. El artículo analiza los modelos de incorporación de las mujeres inmigrantes en el mercado laboral, la manera como esta actividad extra-familiar es evaluada y resentida en términos de estado de salud, asi como su impacto sobre los roles familiares. El artículo aborda también las caracteristicas de la red de sociabilidad construida por las mujeres después de muchos anos de permanencia en la sociedad de inmigración y, finalmente, sus proyectos en cuanto al futuro lugar de residencia una vez alcanzada la edad de la jubilación.

This paper examines several aspects of the social situation of the older immigrant population in Switzerland. It reviews their demographic history and characteristics and provides profiles of their health and well being, their material standard of life and access to social security and related benefits. It reports selected findings from an original survey of older Italian and Spanish citizens who are resident in the country, which show relatively high rates of disadvantage and poverty. The determination of a large proportion of the immigrant population to remain in Switzerland after they have ceased work demonstrates that the minorities who entered the country as labour migrants will become a permanent element of the Swiss population and its society. Neither the politicians nor the general public in Switzerland have yet accepted the reality of this new diversity. Discrimination can take place in all spaces and places where people interact. However, both the forms of discrimination and how it can be measured vary across social domains, depending on whether the domain in question is based primarily on what we coin “systems of differentiation” or “systems of equality”. Social domains that involve some kind of market transaction are heavily dominated by processes of selection and differentiation. By contrast, social domains such as schools, health systems or public services should, in essence, provide all individuals with equal assistance. This chapter builds on the distinction between systems of differentiation and systems of equality, reviewing a selection of studies of discrimination in various social domains. This chapter gives an overview of some of the key concepts in the field of discrimination. It starts by distinguishing between direct and indirect discrimination in legal definitions. Next, we define the interrelated concepts of multiple discrimination and intersectionality, which increasingly are used in both legal studies and the social sciences, before giving an account of the interrelated concepts of organizational, institutional, and systemic discrimination. The chapter ends by reflecting on the complex relationship between discrimination and the endurance of categorical inequalities in societies where all members formally enjoy the principle of equality.

Ruth Calderón Rosita Fibbi Jasmine Truong Die Erhebung, in deren Rahmen die HSK-Lehrpersonen selber über ihre Tätigkeit befragt wurden, vermittelt die Grundlagen für die Entwicklung von Weiterbildungsangeboten für HSK-Lehrpersonen sowie für Verbesserungen der Rahmenbedingungen für den HSK-Unterricht. Bezüglich der Organisationsformen der HSK-Trägerschaften sind Veränderungen im Gange. Zurzeit verfügen die von Botschaften und Konsulaten durchgeführten Angebote im Vergleich zu den anderen HSK-Schulen über den grössten Anteil an SchülerInnen. Die privaten Trägerschaften (Vereine, Stiftungen) sind jedoch bereits heute zahlreicher als die Trägerschaften der Herkunftsländer. Die schwache Anbindung der HSK-Lehrpersonen an die Strukturen der Volksschule zeigt sich in ihren spärlichen Kontakten mit den schweizerischen KollegInnen und den Schulbehörden wie auch im begrenzten Zugang zur schulischen Infrastruktur. Escuchando mujeres inmigrantes : testimonios y memoria. ; Rosita Fibbi, Claudio Bolzman et Marie Vial. ; La primera generacion de inmigrantes de la posguerra en Suiza se acerca a una nueva etapa de su vida. En ese contexto es urgente guardar las huellas de la memoria de aquellos que vivieron la experiencia de la migracion y un largo recorrido de confrontacion con el nuevo pais. Los testimonios reunidos en este articulo describen esos recorridos caracterizados por el combate individual contra las discriminaciones vividas por las mujeres, basados en su pertenencia social su situacion de extranjeras. El articulo es una contribucion y una ilustracion del trabajo de construccion de referencias comunes que pueden llegar a ser compartidas por todos, autoctonos e inmigrantes. Se trata de reelaborar las antiguas pertenencias para llegar construir nuevas, de tipo inedito.

Ce qui les singularise par rapport à leurs contemporains est la nécessité d’asseoir la légitimité de leur présence dans cette société qui tarde à les reconnaître comme uns des leurs. La reconnaissance passe par l’insertion consolidée dans le marché du travail et par des identités qui rendent compte de leurs diverses appartenances.
