Boston firm picked for State Department consolidation

A Boston-based firm has been picked to help the State Department plan a consolidation in Foggy Bottom at the former home of the Office of Strategic Services and its successor, the CIA.

The General Services Administration awarded a $2.5 million contract to Goody Clancy & Associates Jan. 9 to help the State Department spread out into several buildings at the campus, known as both the Potomac Annex and Navy Hill. Goody Clancy, as part of a joint venture with The Louis Berger Group, was added to a short list of interested firms back in May.

Skidmore, Owings & Merrill LLP and ZGF Architects LLP also made the short list but were not selected.

State wants to use the 11.8-acre campus at 2300 E St. NW to expand its main headquarters across 23rd Street from the Potomac Annex. It had weighed several other options, including seeking space in Northern Virginia.

The D.C. Preservation League nominated the Foggy Bottom campus last month for landmark status in recognition of its history as the former home of OSS and the CIA. GSA spokesman Dan Cruz previously told me the landmark nomination should not substantially impact plans for the State Department. It can meet its expansion needs by moving into the existing buildings rather than tearing them down to build new ones, he said.
