Witnesses testified about recommendations for changes and amendments to the proposed Dominican Republic-Central America Free Trade Agreement prior to its formal submission to the house for approval. The hearing is held in lieu of a formal mark-up of the legislation to ensure congressional input on the measure prior to the president’s formal submission of the trade pact to Congress, at which point it may not be amended and must either be approved or rejected by Congress. close
