Migration and Population Review Panel

The Migration and Population Review Panel remit is to review migration and population propositions as put forward by Ministers.

The first phase of its work was to provide a high-level assessment of P.137/2020 - Migration Control Policy (Part C) which specifically related to the proposed amendments to the Control of Housing and Work (Jersey) Law 2012. 

The second phase of work, beginning in late December 2021, is to review P.116/2021 – Common Population Policy prior to its debate in the States Assembly in February 2022. As part of this work, the Panel will

  1. Examine whether the Common Population Policy fulfils the commitments set out in P.120/2020.
  2. Evaluate the rationale used to develop the Common Population Policy.
  3. Assess the analysis of the public consultation and its representation in the proposed policy.
  4. Evaluate the proposed policy's fitness for purpose.


The Migration and Population Review Panel is not currently scheduled to meet.
