Coordination and engagement at regional and national levels

Indigenous Coordination Centres (ICCs)

Around Australia, Indigenous Coordination Centres are the main engine for coordination of Indigenous-specific programs and for engagement with Indigenous people.

In regional and remote areas, ICCs are multi-agency units, combining coordination, planning and service functions�they house staff from all or most of the departments now responsible for Indigenous programs. In metropolitan ICCs, coordination and planning functions are located together.

ICCs manage the delivery of most of the Australian Government�s Indigenous programs. They are also charged with brokering innovative and flexible responses to Indigenous needs through the negotiation of Shared Responsibility Agreements at the local/community level and Regional Partnership Agreements at the regional level.

ICCs can also house State/Territory Government staff, where this will contribute to good local outcomes. Staff of the New South Wales Department of Aboriginal Affairs joined selected ICCs in July 2005.

Office of Indigenous Policy Coordination (OIPC)

The Office of Indigenous Policy Coordination is the main unit supporting national implementation of the Australian Government�s Indigenous affairs arrangements.

OIPC is responsible for:

  • supporting the Ministerial Taskforce, Secretaries� Group and NIC
  • coordinating whole-of-government innovative policy development and service delivery across the Australian Government
  • developing new ways of engaging directly with Indigenous Australians at the regional and local level, through negotiating SRAs and RPAs
  • brokering relations with State/Territory Governments
  • reporting on the performance of government programs and services for Indigenous people to inform policy review and development
  • managing and providing common services to the ICC network
  • advising the Minister and Government on Indigenous issues.

OIPC also manages a number of programs for Indigenous people.

Based in Canberra, OIPC also has small State Offices in each State/Territory capital.
