I wonder if the study took into account schools that are designed as drop out recovery programs? A number of the schools on Milwaukee's list admit ONLY student who are "at-risk" which includes students who are truant, drop outs, adjudicated, pregnant or parenting teen. I would hope that in the future there would be a recognition of the fact that students who are already at-risk are more likely to not finish school. Further, the study's design prevents it from capturing the students who enroll after their freshmen year (as many do at the partnership and alternative schools) and graduate.
Local 'drop-out factories'
Whatever our educational successes and failures around Wisconsin, the state did well overall in a study of "dropout factories" done by researchers at Johns Hopkins University for the Associated Press. However, as is true in most such reports connected to school achievement, Milwaukee Public Schools, with its large population of low-income students, did not show well.
The AP published the results this week. Schools where fewer than 60% of freshman graduated on time were given the "dropout factory" label, and the total "earning" that title came to 1,700 public high schools nationwide. That's about 12% of the nation's high schools, roughly the same percentage as in a similar analysis a decade ago, the AP said.
In Wisconsin, 22 schools out of 411 (that's 5.2%) were given the label. That put Wisconsin in 32nd place. Seventeen of the 22 were in MPS.
The Wisconsin schools listed in the analysis were:
Kenosha: Bradford High, Indian Trail and Lakeview Technology Academy
Menominee Indian School District: Menominee Indian High
Milwaukee: Assata, Bay View, Bradley Tech, Custer, El Puente, Hamilton, HR Academy Global Awareness High, Madison, Marshall, Metropolitan, Milwaukee School of Languages, Milwaukee Spectrum, Pulaski, Shalom, South Divison, Spotted Eagle and Vincent.
