A new role of great importance

IN recent years Jersey has been eager to raise the profile of what is described as its international personality. Politicians and others have stressed that if the Island is to play its part internationally and, perhaps more importantly, if it is to be properly understood by the outside world, it must engage as fully as possible with communities beyond its shores.

Until last week, we relied on the Chief Minister as our principal ambassador to the world at large. He was supported in this role by his fellow ministers, with ambassadorial work in the special sphere of the financial services industry being carried out by Jersey Finance Limited.

However, such is the need for adequate communication with other jurisdictions at the highest levels, what amounts to a foreign minister has now been appointed – though the title that the job actually carries is Assistant Chief Minister with responsibility for external relations.

The person chosen for the new job is Senator Freddie Cohen, who is well qualified for the post thanks to his many connections in the UK and in other parts of the world. Moreover, he is quite clearly a cultured man, with wide interests and a special understanding of the Island’s heritage, history and institutions.

That said, no one – least of all the Senator himself – should imagine that the new set of responsibilities extends no further than those that might be required of another travelling salesman for our finance sector. Foreign ministerial duties will entail statesmanship of the highest order – and the capacity to act as a worthy figurehead with the communication skills to explain to all and sundry what Jersey is and what it stands for.

There is every reason to believe that Senator Cohen will pass such tests with ease.
What is rather less appealing about the Senator’s appointment is that it bears the hallmarks of political manoeuvring in advance of December’s full ministerial shuffle. It is at least plausible that it has been influenced by the Chief Minister-apparent, Senator Philip Ozouf, who is keen to offer potential allies preferment at an early stage in the contest for the top job.

On the plus side, a successful nine months in a new and stimulating role might persuade Senator Cohen to change his mind about making this his last year in the States, where he enjoys high levels of support and popularity in spite of the manifest challenges he has faced as planning supremo.
