Participants in the First Ministerial Conference on Healthy Lifestyles and Noncommunicable Disease (NCD) Control, held in Moscow on 28-29 April 2011, the World Conference on Social Determinants of Health held in Rio de Janeiro, Brazil, and the UN General Assembly high-level meeting on NCDs, held in New York on 19–20 September 2011 led to declarations that all called on the need to accelerate implementation of the WHO FCTC by Parties to the Convention, and which encouraged countries that have not yet done so to accede to the treaty.
