The London Plan

The Mayor has published the replacement of the spatial development strategy for London – known as the London Plan.

The London Plan is the overall strategic plan for London, and it sets out a fully integrated economic, environmental, transport and social framework for the development of the capital to 2031. It forms part of the development plan for Greater London. London boroughs’ local plans need to be in general conformity with the London Plan, and its policies guide decisions on planning applications by councils and the Mayor.

From 22 July 2011 this replaces the London Plan (consolidated with alterations since 2004 which was published in February 2008. The earlier document now has no formal effect.

On 3 May 2011, the Mayor wrote to Eric Pickles, Secretary of State for Communities and Local Government, enclosing a draft of the new Plan, a statement of the Mayor’s responses to all the recommendations of the EiP Panel’s report (including his reasons for not accepting a number of these recommendations), and notifying him of his intention to publish the London Plan after the statutory six weeks’ consultation with Government, unless the Secretary of State directed otherwise.

On 13 June 2011, the Secretary of State wrote in reply to say that he was content that the London Plan should be published.

Together with the new London Plan, the Mayor has also published on 22 July 2011 a Sustainability Statement on the replacement London Plan, and the schedule of his responses to the recommendations of the EiP Panel in their report to the Mayor on the Draft replacement London Plan.

A statutory notice announcing the publication of the London Plan appeared in the London Gazette and the London Evening Standard on 22 July 2011.

The London Plan is available for public inspection at City Hall free of charge on Mondays to Thursdays from 8.30 am to 6pm and on Fridays from 8.30 am to 5.30pm.
