Who we are and what we aim to do?

HK United Against Illicit Tobacco is an advocacy organization with the sole purpose of tackling the serious problems arising from the illicit tobacco trade in Hong Kong. It represents a cross-section of society, including community organizations, small businesses, trade associations and individuals who are affected by illicit tobacco trade.

It is our stated mission to make sure society recognises that illicit trade in tobacco presents major challenges to Hong Kong.  These challenges include:

Robin Jolly

20160526-Robin-113Robin Jolly is the Convenor of the HK United Against Illicit Tobacco. Robin enjoyed a successful 33-year career with the Hong Kong Police, serving in a variety of operational posts and senior management roles.

Before joining the Police in 1978, Robin served in the Royal Navy, enlisting as an engineering officer after winning a coveted scholarship to the Britannia Royal Naval College in Dartmouth.  He went on to study mechanical engineering.

Robin’s frontline commands with the Hong Kong Police included significant work against organized crime and triad activities in the Kowloon region, including the interdiction of large-scale, illicit copyright and trademark infringement operations.

Robin is a strong supporter in the fight against illicit tobacco trade.

Luisa Tam

LuisaTamLuisa Tam is the Executive Director of the HK United Against Illicit Tobacco. She is a dedicated mother. As a former journalist and experienced editor with the prestigious South China Morning Post, she is also a veteran media specialist.

Over the past thirty years, Luisa has worked with a host of local and international organizations, both in the private and public sectors, in addition to top public figures and CEOs.

Luisa is passionate about children’s welfare, the environment, and the safety of her community. She speaks English, Putonghua, and Cantonese, making her easily accessible locally and internationally.
