Welcome to the NOAA/NESDIS Office of Systems Development (OSD)

The Office of Systems Development (OSD) conducts requirements definition studies; provides overall systems planning; performs conceptual and detailed engineering; arranges the development and manages the acquisition of major system elements (spacecraft, instruments, launch services, and ground systems); and coordinates the integration, installation, and acceptance of NOAA civil operational environmental satellite systems.

The Office administers a comprehensive requirements identification, analysis process, and translates requirements for data, products, and services into specifications for minor and major system modifications and developments. It establishes system objectives; performance, engineering, and cost criteria; interface standards; and provides technical and engineering consulting regarding system capability, development, implementation, and deployment to serve the environmental remote-sensing satellite user community.

The Office performs end-to-end system design studies and specifies, procures, installs, and accepts the space and ground equipment operated by NESDIS. It develops budget requests, justifications, and procurement documentation, manages program funds, and provides oversight to the systems acquisition process.

The Office represents the interests of the Department of Commerce in National and International frequency management fora.
