Seoul began its sister city program in 1968 with Taipei, Taiwan. Since then, Seoul has signed agreements on the establishment of sister ties with 23 cities around the world and signed MOUs with 18 cities for international cooperation. The main purpose of the sister city program is to strengthen relations between Seoul and other international cities in an effort to establish global cooperation and promote cultural understanding.
