Authorizes the Law Enforcement Officers Memorial Fund to establish the National Law Enforcement Heroes Memorial on Federal land in the District of Columbia or its environs to honor law enforcement officers who die in the line of duty. Subjects the design and any plans for the memorial to the approval of the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission.

Directs the Secretary of the Interior to: (1) select a site for the memorial, with the approval of the Commission of Fine Arts and the National Capital Planning Commission; (2) prohibit construction unless it is determined that sufficient amounts are available for the memorial's completion in accordance with the approved design and plans; and (3) be responsible for maintenance of the memorial after its completion.

Prohibits the United States from paying any expense of the memorial's establishment.
