(Incarcerated includes offenders serving federal sentences in penitentiaries and in provincial facilities, those housed as inmates in Community Correctional Centres - as distinguished from conditionally released offenders, and those temporarily absent from the institution on some form of temporary absence (Temporary Absence or Work Release).

Conditional Release - 10,072

(Conditional Release includes those federal offenders conditionally released on day parole, full parole and statutory release and those on long term supervision orders including those paroled for deportation and temporary detainees whether detained in a penitentiary or a provincial jail.)

This number represents both federal level reviews (14,650) and provincial level reviews (649) where the PBC is responsible to hear provincial cases.

The number of Elder Assisted Hearings: 677

Note: The purpose of Elder-Assisted Hearings is to create an environment that facilitates a culturally sensitive hearing process for Aboriginal offenders, and for non-Aboriginal offenders who are committed to an Aboriginal way of life.

Federal day parole: 79%

Federal cases: 448 decisions were rendered with the initial decision being affirmed in 82% of cases.

Provincial cases: 31 decisions were rendered with the initial decision being affirmed in 88% of cases.

Day parole: 92.2%

Full Parole: 90.5%

(Successful completion rates on full parole includes only those offenders serving determinate sentences as those serving indeterminate sentences are not considered `successful completions` for statistical purposes until the offender dies as the offender is under sentence for life.)

(Offenders released on statutory release were far more likely to have had their releases revoked because of a breach of condition or of a new offence than federal offenders on day parole or full parole during each of the last five years.)

In 2017-2018: 2,089 pardon decisions rendered, 94% pardons granted and 6% pardons denied.

In 2017-2018: 7,180 record suspension rendered, 98% record suspensions ordered and 2% refused.

Note: Since 1970, more than 500,000 Canadians have received pardons and record suspensions. 95 percent of these are still in force, indicating that the vast majority of pardon/record suspension recipients remain crime-free in the community.

At the end of 2017-2018, there were 114 active clemency cases. In the last five years (between 2013-2014 and 2017-2018), two clemency requests have been granted, three have been denied and 156 have been discontinued.
