Deprivation of Hindu Minority in Bangladesh: Living with Vested Property Hardcover – January 1, 2008


“Divide people based on their religious affiliation and rule them using some legal instruments” is one of the oft-used methods by the uncivilized rulers to oppress people. This was precisely the motive intended to achieve through promulgation of the Enemy Property Act in 1965 and its unexpected continuation till today by the name of the Vested Property Act. The consequence, simply, is gross denial of freedom and liberty, and institutionalization of systematic social and economic deprivation of the Hindu community in Bangladesh. The national disaster is so huge that one million households or five million populations belonging to the Hindu community are severely affected by the Enemy/Vested Property Act, and have lost two million of acres of land property. The Vested Property Act violates all fundamental human rights. This Act is contradictory to the Proclamation of independence 1971; contradicts the basic premises of Constitutional Provisions of 'equity, equality, freedom and justice' for all citizens. This Act is communal by birth, anti-human, anti-democracy. This Act has created an environment of "chronic pollution" which is sufficient to destroy the inherent spirit of freedom and liberty. To ensure a favorable environment for human development, there is no alternative but to abolish this Act as soon as possible. Here insightful leadership with cool head, courage and warm heart together with substantive public actions are needed to get rid of the man-made disaster – the Vested Property Act. Abul Barkat, Ph.D, the principal author of this book, is currently Professor of Economics, University of Dhaka, Bangladesh. Dr. Barkat strongly regards human development as human right and a freedom mediated process, and therefore stresses on ethical and moral dimensions of human development.
