First LD of Caloocan City is the country’s most populous LD; Lone LD of Batanes is least populous

  • Of the country’s 238 legislative districts (LDs), the First LD of Caloocan City was the biggest in terms of population size, with 1.19 million persons, based on the results of the 2015 Census of Population (POPCEN 2015). It was followed by the Second LD of Rizal (1.07 million persons) and the First LD of Rizal (1.04 million persons).

  • The Lone LD of Batanes was the least populous LD with 17,246 persons, followed by the Lone LD of Camiguin (88,478 persons) and the Lone LD of Siquijor (95,984 persons).  Except for the Lone LD of the City of San Juan in the NCR and the First LD of Surigao del Norte in Region XIII-Caraga, the rest of the ten least populous LDs are small provinces composed of only one LD.

Six out of 10 most populous and 10 least populous LDs in cities are in the NCR

  • The First LD of Caloocan City was the most populous LD in cities with 1.19 million persons. It was followed by the Lone LD of the City of Pasig (755,300 persons) and the Second LD of Quezon City (688,773 persons). Three other LDs in the NCR; two in Davao City; and one each in Bacolod City and in City of San Jose del Monte comprise the rest of the ten most populous LDs in cities. Except for the City of San Jose del Monte, which is a component city in the province of Bulacan, the top ten most populous LDs in cities are all in highly urbanized cities (HUCs).

  • Among the LDs in cities, the smallest in terms of population size was the Lone LD of the City of San Juan with 122,180 persons, followed by the First LD of the City of Marikina (178,875 persons) and the Second LD of the City of Manila (215,457 persons). The rest of the ten least populous LDs in cities are found in the NCR.

Cavite is the biggest province in terms of population size and number of LDs

  • With seven LDs each, Cavite and Cebu (excluding Cebu City and Lapu-Lapu City, but including Mandaue City) led the country’s 81 provinces with the most number of LDs. The aggregate population of the seven LDs comprising Cavite was 3.68 million, while the combined population of the seven LDs comprising Cebu (excluding Cebu City and Lapu-Lapu City, but including Mandaue City) totalled to 3.30 million. Table 5 presents the aggregate population of the LDs in the provinces with five or more LDs.

QC and Manila have the biggest population and most number of LDs among the HUCs

  • Twenty-five of the country’s 33 HUCs are represented by at least one representative in the Congress. Quezon City and the City of Manila, with six LDs each, have the most number of LDs among the HUCs. The population of the six LDs comprising Quezon City was 2.94 million. On the other hand, the combined population of the six LDs in the City of Manila totalled to 1.78 million. Presented in Table 6 are the population of Davao City, which has three LDs; eight HUCs, which have two LDs each; and 14 HUCs, which have one LD each.
