UMFCCI: Don't rush Myanmar's cybersecurity bill

The Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) is urging the relevant authorities not to be hasty in drafting the country's cybersecurity bill.

A statement released by the UMFCCI on February 15 said the proposed legislation had many restrictions, demands, limitations and prohibitions that could negatively affect the country's digital growth and hinder foreign investments.


The bill – the first piece of legislation by the Tatmadaw - was sent to telecommunications operators and internet service providers for review and leaked online earlier this month.

It was not well received.


A total of 158 Civil Society Organisations condemned the bill which they said 'includes clauses which violate human rights including the rights to freedom of expression, data protection and privacy.'

They added that the bill was not legitimate as it was not issued by an institution that had been entrusted with legislative power by the public.

Legal experts said the legislation, which contains 76 sections, gives the authorities power to arrest people at their own discretion.

The UMFCCI said the provisions prescribed in the draft of the law may stunt the growth of the country's digital businesses and economy, leading to challenges and difficulties for foreign investments.

The law has many aspects that make it hard to abide. It will be a barrier to both present and incoming FDIs, it said.


The federation said the legislation should only be enacted after thorough discussions with input from different sectors.

It acknowledged that a cybersecurity bill is essential for the running of the country but the law should favour business entities.

Global digital transformation is developing speedily and Myanmar needs to adapt to this technological change, the statement read.

It is obvious that digital marketing is very useful for businesses and (customers) both during the COVID and post-COVID period. The UMFCCI is making a steadfast effort for the digital transformation of Myanmar, it said. - Translated
