Digital inclusion - Employment and social inclusion indicators
The annual EU surveys on ICT usage in households and by individuals are a major source of information for monitoring efforts to promote a single European information space, an inclusive knowledge-based society and quality of life. Active use of ICT (information and communication technology) can mean better prospects for work, information and social relations.
The Digital Agenda for Europe, one element of the Europe 2020 growth strategy, is the successor to the i2010 policy framework promoting a European Information Society for growth and employment.
The statistical data collected from 2011 onwards build on previous data collections and are largely determined by the Digital Agenda for Europe and the framework for Monitoring the Digital Economy and Society 2016-2021.
Milestones – EU information society policy
- 2020 Commission adopts an overarching presentation of the Commission’s ideas and actions for Shaping Europe’s Digital Future, A European strategy for data and White Paper on Artificial Intelligence — A European approach to excellence and trust.
- 2019 Regulation 2019/1700 adopted as legal basis for the surveys on the use of ICT in households and by individuals.
- 2019 Commission presents as one of six Commission priorities for the period 2019-2024.
- 2017 Commission conducted a mid-term review of the digital single market strategy.
- 2016 Commission adopted a strategy on connectivity for a European gigabit society.
- 2015 Commission published a framework called monitoring the digital economy and society 2016-2021.
- 2015 Commission adopts the Communication for a Digital Single Market Strategy for Europe.
- 2012 Commission adopts the Communication concerning Digital Agenda for Europe - Driving European growth digitally.
- 2010 Commission adopts the Digital Agenda for Europe.
- 2009 Benchmarking Framework Digital Europe 2011-2015 endorsed Regulation 1006/2009 and amends Regulation 808/2004 concerning Community statistics on the information society, ensuring harmonised data for all EU countries for up to 15 reference years from 2004.
- 2007 Commission launches European initiative for an all-inclusive digital society.
- 2006 i2010 benchmarking framework endorsed by High Level Group of Member States' representatives, with core indicators and flexible modules on a specific issue defined each year. Riga Ministerial Declaration aims to halve gaps in Internet use and digital literacy.
- 2005 Launch of i2010 – a European Information Society for growth and employment.
- 2004 Regulation 808/2004 adopted as legal basis for surveys on ICT usage in households and by individuals
- 2003 Council Resolution on the implementation of the eEurope 2005 Action Plan.
- 2002 Commission launched eEurope 2005 Action Plan.
