En légiférant en matière d’assistance sociale, l’État fixe des règles et de cette manière norme en même temps qu’il produit des statuts et des comportements. Le pauvre qui demande assistance doit non seulement posséder un statut qui officialise son appartenance au cercle des destinataires potentiels, mais, en plus, il est tenu d’être dans une des situations ciblées par l’assistance publique. Mais quels sont les statuts et les situations reconnus ? Cet article tente de répondre à cette question sur la base des débats autour de la législation d’assistance dans deux cantons de Suisse romande vers 1890.

The present article, developed out of a research project which lasted several years, analyses the tensions between, on one side, Romanian Roma back-and-forth migrants, and on the other side, Geneva's police. In the last decade, these tensions are mostly linked to begging (an activity which provides small daily incomes to the majority of the 250 Romanian Roma living in the city), that is since 2007 a crime. These tensions between police officers and Roma are part of a wider European punishing-the-poor urban governance model, and bring to the exclusion of other actors from the public action. Through the interaction between the moral and symbolic violence linked to police intervention, the high visibility of Roma in public place and their reconnection with previous experiences, such tensions recreate the ethnic divide between Roma and non-Roma. La recherche « Usages, Usagers et Usagères de la Plateforme Précarité Riviera – enquête bénéficiaires » mandatée par la Direction des affaires sociales, du logement et de l'intégration – Gérances (DASLI) de la Ville de Vevey documente le point de vue des personnes utilisant les services proposés par quatre organismes de la Plateforme Précarité Riviera : la Fondation AACTS, le Hublot (Caritas), la Permanence accueil (Caritas) et l’Étape (Partage-Riviera). En France, une éditorialiste a récemment créé la polémique en rendant une mère responsable de sa précarité. Cette logique a des racines profondes, qui perdurent jusqu’à aujourd’hui. Y compris en Suisse
Résumé : À Paris, à la fin du xixe siècle, des enfants se livrent à la mendicité au lieu de se rendre en classe et ce en dépit de l’obligation scolaire. Ils sont absentéistes voire non-inscrits sur les listes des écoles. La mendicité représente, comme le vagabondage, une forme particulière de déviance enfantine située au croisement de la pauvreté et de la délinquance. La Société contre la mendicité des enfants (1896-1901), soutenue par des personnalités influentes, se donne pour mission de les faire scolariser. Si l’assistance et la protection sont des idées essentielles, il s’agit aussi de protéger la société dans son ensemble en éloignant les enfants de la rue et en leur apportant les bienfaits de l’école. Ces bonnes intentions vont rapidement se heurter à la résistance des différents acteurs en présence, et aux limites fixées par l’école de la IIIe République. Summary : In Paris, at the end of the nineteenth century, some children were begging in the streets instead of going to school, despite the laws on compulsory education. They were considered as truants, and sometimes their names weren’t even mentioned on the enrolment lists. Begging, like vagrancy, was a particular kind of child deviance. It was linked with poverty and delinquency. The “Société contre la mendicité des enfants” (the Society against begging by children) (1896-1901), was created and supported by powerful people. It aimed to provide those children with a formal education. While its main purpose was to assist and take care of them, it was also to protect public order by keeping children off the street, thanks to the benefits of schooling. These good intentions soon ran against many resistances from the different parties and the limits set by the school of the French IIIrd Republic.
L’objet du présent rapport est de préciser le profil et la situation des enfants qui mendient dans la région de Dakar. Le rapport a pour point de départ une enquête menée auprès des enfants mendiant dans les rues de Dakar, laquelle a fourni un premier état des lieux, assorti d’une vue d’ensemble des actions entreprises à l’échelle nationale, face à ce problème. L’enquête a également permis de proposer diverses options stratégiques visant à accélérer et renforcer la réponse nationale contre la mendicité enfantine. Finalement, il convient de souligner que même si cette étude prétend donner une image assez représentative de la situation des enfants mendiants dans la zone de Dakar, elle ne dépeint pas la condition de l’ensemble des enfants talibés vivant dans les daaras.
