In a tempestuous narrative that sweeps across five continents and seven centuries, this book explains how a succession of catastrophes—from the devastating Black Death of 1350 through the coming climate crisis of 2050—has produced a relentless succession of rising empires and fading world orders.

During the long centuries of Iberian and British imperial rule, the quest for new forms of energy led to the development of the colonial sugar plantation as a uniquely profitable kind of commerce. In a time when issues of race and social justice have arisen with pressing urgency, the book explains how the plantation’s extraordinary profitability relied on a production system that literally worked the slaves to death, creating an insatiable appetite for new captives that made the African slave trade a central feature of modern capitalism for over four centuries.

After surveying past centuries roiled by imperial wars, national revolutions, and the struggle for human rights, the closing chapters use those hard-won insights to peer through the present and into the future. By rendering often-opaque environmental science in lucid prose, the book explains how climate change and changing world orders will shape the life opportunities for younger generations, born at the start of this century, during the coming decades that will serve as the signposts of their lives—2030, 2050, 2070, and beyond.

Editorial Reviews

Review

"An ambitious effort to discern patterns in the rise and fall of world empires....  McCoy’s account is compelling...with many provocative observations on world history and its present twists." Kirkus

"To Govern the Globe is a brilliant distillation of 700 years of geopolitics, exposing how we arrived where we are, amidst the worsening climate crisis and collapsing world orders. Al McCoy’s eloquently written book is a call to action for us all, as time still remains to prevent an unprecedented cascade of catastrophes." —Amy Goodman, host of "Democracy Now!"

"McCoy is one of the most eminent scholars in the world on the abuse of power and authority, on surveillance and repression, on the historical evolution of state-sanctioned torture in the US and elsewhere, and, more recently, on the rapidly declining state of the US empire. McCoy’s latest book “To Govern the Globe” is a formidable work of scholarship spanning an incredible arc of world history. Yet it is a gripping and fast-paced read that manages to distill the complex history of the rise and fall of world empires into a gripping narrative that is simultaneously exhilarating and terrifying. The book’s scope is so massive that only a scholar of McCoy’s skill could even consider attempting to capture it. McCoy’s meticulous understanding of the past and present failures and excesses of empires gives him the rare credibility to offer a detailed, damning picture of the grim realities humankind faces as history transforms into our future. After reading “To Govern the Globe,” however, I must conclude that embedded within McCoy’s book is a ray of hope demanding to be seen by us all before it’s truly too late.” —Jeremy Scahill, investigative journalists and author of Blackwater and Dirty Wars

“McCoy’s argument is meticulously footnoted and his sobering conclusions appear firmly grounded in data. The past may not be the best predictor of the future, but as McCoy notes, “the past remains our best means of understanding the present and our only viable guide to the future.” California Review of Books

"To Govern the Globe ... offers a kaleidoscopic and timely analysis of the present U.S. decline, contextualizing it among a succession of empires and world orders across the past millennium." Counterpunch

"To Govern the Globe can be read as a clarion call to take action." The Arts Fuse

"A fascinating look at the rise and fall of empires and what it means for world orders. From colonial exploitation and capitalist ravaging of people and planet to arms racing and warfare, Alfred McCoy offers a deep dive into how this history has led to the climate crisis, and the impacts it will have on our future."
—Ray Acheson, disarmament program director at the Women’s International League for Peace and Freedom

“In an age where most scholars concentrate on a limited specialty, no one sees a bigger picture more brilliantly than Alfred McCoy. In this powerful, enlightening, and frightening book he gives us a magisterial view of the empires of the past—and of the force in our future which promises to dwarf them all.” —Adam Hochschild, author of King Leopold's Ghost

"To Govern the Globe is history on an epic scale -- sweeping, provocative, and unsparing in its judgments.  Alfred McCoy's immensely readable narrative spans centuries, charting the rise and fall of successive world orders down to our own present moment shaped by China's emergence as a great power and the blight of climate change." —Andrew Bacevich, author of After the Apocalypse: America's Role in a World Transformed

"It’s hard to believe a book spanning seven centuries could be so timely. Yet, Alfred McCoy’s probing and original study links the fate of multiple empires—including Pax Americana—to the all-too-relevant histories of protracted war, brutal exploitation, and catastrophic medical, environmental, and demographic crises." —Christian G. Appy, author of American Reckoning: The Vietnam War and Our National Identity

Alfred W. McCoy holds the Harrington chair of History at the University of Wisconsin-Madison where he teaches classes on the Vietnam War, modern empires, and U.S. foreign policy. Most recently, he is the author of "In the Shadows of the American Century: The Rise and Decline of U.S. Global Power" (Chicago, 2017). He is also the author of "Policing America's Empire: The United States, the Philippines, and the Rise of the Surveillance State" (Madison, 2009) which won the Kahin Prize from the Association for Asian Studies.

His best known book, "The Politics of Heroin," stirred controversy when the C.I.A. tried to block its publication back in 1972, but it has remained in print for nearly 50 years, been translated into nine languages, and is generally regarded as the "classic" work on global drug trafficking.

"Found" Dr. McCoy's latest tome when was digging for follow-up on his expose of the heroin trade, which i stumbled upon after my first years in China in early 1980s. The latter yet helps me better understand my Chines wife's parents lives, alongside that of my father, a WWII combat vet in Pacific, & my godfather who served in Korean War.
Given how astute is Dr. McCoy's work, i am no less in awe at this latest work on global empires & world "orders."
To Govern the Globe is a very readable sweep of complex world history, made "slow" only by my own "fact checks" & fleshing out further by reading other reliable sources which expound on his primary premises. Both current events & pivotal world events of past 3000years become more sensical with the framework Dr. McCoy proffers.
McCoy provides insight to human struggles at the macro & micro-level. As a nurse & anthropologist, i find his work both revealing & reflective of the struggles humans face.
My sole criticism, offered only to perhaps have Dr. McCoy mentor others to explore his & her & their stories, and publish in similar fashion, to enlighten both minds & debate.
Excellent in reflecting the growth of European empires over 500years, this book runs short on providing better insight to the other empires which preceded & ran concurrent with the empires of his attention.
Certainly, for example, China's empire of commerce -- the envy of Marco Polo's Europe -- continued into the 20th Century. India & the archipelago nearby also had trading empires reflected yet by Brunei, Africa's Ethiopia Empire of this period continues yet to play critical role in how a "new world order" will ultimately manifest, & BRICS -- albeit weakly at present -- reflects not only future wrangling over the Southern Hemisphere, but also reflects both Portuguese & Dutch empires McCoy astutely demonstrates pushed us all into a common humanity, kicking for more space & screaming to be heard.
Looking forward to learning more from scholars stimulated by Alfred McCoy's historical perspective, as I, too, take a knee asking for God's blessing, & hope my Irish luck doesn't hold!

McCoy offers a novel conceptual framework acting as a spyglass through which one can view the geopolitical machinations of the 21st century. Grounded in robust historical research, McCoy’s addition of energy as a component in global systems theory is a refreshing and insightful analytical lens to existing literature. While the prose is a joy to read, I find the the content to be a handbook for analyzing current events and will routinely reference over the coming years.

I noticed a number of readers screeching about Trump as well as the CCP’s ethnic cleansing of Tibetans and Uighurs as it consolidates power over a multiethnic empire rooted in Han dynasty historiography. These critics are clowns. McCoy provides a well sourced and objective body of work without fear or favor.

An impressive overview of modern empire.Unfortunately author shows a decided bias in favor of 20th and 21st century US and European political, cultural and "legal" norms and institutions as the gold standard of "civilized" development by which China and Russia fall short

This book is it! every culture and continent is noted. Just the facts are told. Every historian should have this on the shelf and use it to teach the new history of the globe. It has the dates of who did WHAT to whom. Also the author a Ph. D and historian then makes some future conjecture that would make for great discussions. It is a bit dry as it does not go into the personality of let's say Napoleon, but never before has the whole globe been noted with all the voyages and wars in one place. A good winter read and it gets you up to date on the big world.

I am loving this book, reading it on my laptop because out of all my books this one alone will not download to my pad. And even on the www version, page 112 is missing. Page 113 begins in the middle of a sentence about the inbreeding Hapsburgs, but it seems there is something even more upsetting than that, which Amazon is getting paid to suppress, I suppose. I don't see why. I bought the book. They ought to give it to me, including page 112.

Clearly Dr McCoy has provided accurate research into both Empires and the the World Orders of the past and has linked them to the current and future Geo Political environment. He has provided insights and data from which we can better understand where we are (and have been) politically. His future predictions appear based on hard fact. An important read!

5.0 out of 5 stars Amazing Sweep of History
Reviewed in Canada on December 16, 2021
McCoy is able to distill 500 years of history and 3 world empires into a factual yet always entertaining book that leaves the reader wanting to read the next chapter. He ties world events together in a natural evolution that strings developments from one empire and world order to the next. He is able to set aside the brutality and colossal violence of the ruling regimes and still find advancement within those societies. I found the book very hard to put down.
