🔊 DoD does *not* need new laws or authorities to bridge the #Valley_of_Death"! That's the main finding in our newest report at the Center for Government Contracting with Jerry McGinn, Ph.D. and Lloyd Everhart. But that doesn't mean it will be easy for individuals in Congress and DoD to agree on how to move forward. It's no secret that it takes multiple years to create a line item in the budget for a new effort, even if you used MTA or SWP pathways. This decision-time can be dramatically accelerated if DoD is provided #Execution_Flexibility -- which is jargon for delegated authority to move money around. There are no laws around how a budget line item should be justified. Many line items already permit a wider range of activity. We provide data on sources of execution flexibility like JCTD, RPP, APFIT, RDER, FCT, TMI, SCO, and many others. We also documented how since 1970, the number of budget line items in acquisition has increased 10-fold, reprogramming was cut by three-quarters, and use of expired funds was eliminated. In FY20, DoD's total BTR+ATR flex actually used was less than 3% for RDT&E! To regain speed, DoD must regain some of the execution flexibility it used to have. Here's the shortest version of our recommendations: 1. Align warfighting exercises with innovation funds (CTO led) 2. Consolidate budget line items to permit tradeoffs in the year of execution (PEO led) 3. Update new start thresholds in FMR from "for the entire effort" to "for the fiscal year" 4. Improve reporting to lower-level execution metrics These conclusions were reached after discussions with dozens of stakeholders in OSD, the Services, Industry, and the Hill, as well as a follow-on roundtable. Of course, there's a lot more to this story including legitimate concerns about granting execution flexibility, even if it takes a change in norms rather than laws.
